Baby shampoos, like 'No more Tears', do not have the full compliment of surfactants, sulfates and other ingrediants as shampoos for adults. The most important factor could be the pH of the shampoo is about the same pH as the eye. The tears help control the pH of the eye. Tears have the pH of 7.50+/- 0.15 .
In chemistry anything above 7.0 is a base and below is an acid. But this is cosmetics. Anything around a 7.0 to 8 is considered neutral and 9 or higher is alkaline.
