What's in ';Baby Shampoo';?

Why the ';No More Tears';? Isn't it just soap?

I also noticed that baby shampoo is not as viscous as regular shampoo. Do they simply water it down or something? What's in ';Baby Shampoo';?
Watering it down is one way to minimize the effect on the eyes.

Also, the pH is often altered to be closer to that of tears (think of the acid in visine and how much is stings)

Finally, different (nonionic) surfactants (soaps) are used. Most other shampoos use ionic surfactants (soaps) which can be a little harsher on the eyes.
